Download times are the times it takes for information to be transferred from a server to your computer. The time it takes depends on:

The size of the file that is downloaded
A bigger file size means more data has to be transferred to your computer.

The bandwidth of your internet connection
More bandwidth means more data can be transferred to your computer at the same time.

The activity on the server you are downloading the file from and your ISP server.
If these servers are also handling the requests of other people, there will be delays during the handling of your request.

You cannot accurately predict how long it will take to transfer a file because you do not know how the Internet activity will disrupt your communications. If you know your connection speeds, you can estimating file transfer times.
